Legal work is pro bono legal work only if it is free of charge for the plaintiff, without remuneration to the lawyer (regardless of the outcome) and provided voluntarily by the lawyer. Pro bono legal work is always complementary to, and not a substitute for, an adequate system of publicly funded legal services.
